Public Scrying

In many places, scrying is illegal or frowned upon. Public restrooms or council chambers would likely have privacy wards that either prevented, made difficult or alerted to scrying in the area. Some bathrooms will just have small anti-magic fields to prevent it all together, while a council chamber might have magic devices that detect and reveal scrying orbs.
